34. Unclassified Positions

34.A

The following positions are hereby placed in the Unclassified Service of the City of Saint Paul:

  • Deputy Director-Neighborhood Development
  • Deputy Director-Community Development
  • Deputy Director-Downtown Development
  • Deputy Director-Housing
  • Deputy Director-Planning

34.B

Minimum qualifications for such Unclassified positions shall be:

  1. Deputy Director-Neighborhood Development. College graduation and five years' experience in a responsible position which would provide knowledge in the neighborhood commercial revitalization and economic development or related areas, at least two years of which must have been in a supervisory position.
  2. Deputy Director-Community Development. College graduation in a related field and five years' experience in a responsible position which would provide knowledge in grant-in-aid coordination, administration of Federal and State grant programs or related areas, at least two years of which must have been in a supervisory position.
  3. Deputy Director-Downtown Development. College graduation and five years' experience in a responsible position which would provide knowledge in development procedure and operations or related areas, at least two years of which must have been in a supervisory position.
  4. Deputy Director-Housing. College graduation and five years' experience in a responsible position which would provide knowledge in project development and/or housing procedures and operations or related areas, at least two years of which must have been in a supervisory position.
  5. Deputy Director-Planning. College graduation in a related field and five years' experience in a responsible position which would provide knowledge in city planning or related areas, at least two years of which must have been in a supervisory position.

34.C - Omitted

34.D

The position of Director of Food Services is placed in the Unclassified Service of the City of Saint Paul.

34.E

Minimum qualifications for Director of Food Services shall be:

College graduation with a degree in Foods and Nutrition, Institutional Management or related field and five years' responsible experience in large-scale institutional or commercial feeding, at least three years of which must have been in a supervisory capacity.

34.F - Omitted

34.G

The classification of Deputy Chief of Police is placed in the Unclassified Service of the City of Saint Paul.

34.H

The class specification for Deputy Chief of Police shall be the one which was in effect when the Deputy Chief of Police was in the Classified Service.

34.I

The position of Deputy Fire Chief is placed in the Unclassified Service of the City of Saint Paul.

34.J

Minimum qualifications for Deputy Fire Chief shall be:

Must be in the position and holding the title of District Fire Chief or a higher level position, in the St. Paul Fire Department.

34.K

The position of Associate Director of Personnel is placed in the Unclassified Service of the City of Saint Paul.

34.L

Minimum qualifications for Associate Director of Personnel shall be:

College graduation and five years' professional administrative experience, at least two years of which must have been in a responsible managerial capacity relating to personnel systems.

34.M

The position of Affirmative Action Director is placed in the Unclassified Service of the City of Saint Paul.

34.N

Minimum qualifications for Affirmative Action Director shall be:

College graduation and two years' experience as an Affirmative Action representative plus two years' professional personnel work. (No substitution for half the education requirement. No more than one year of each of the two experience options can be substituted for the other).

34.O

The following positions are hereby placed in the Unclassified Service of the City of Saint Paul:

  • Manager of Facility Maintenance
  • Manager of Facility Operations
  • Manager of Facility Planning

34.P

Minimum qualifications for such Unclassified positions shall be:

  1. Manager of Facility Maintenance. Graduation from college with a degree in engineering or architecture, registration as a professional engineer or professional architect in the State of Minnesota, and five years of experience in the management, planning, administration, or director of construction, maintenance, and repair of institutional buildings.
  2. Manager of Facility Operations. College degree in engineering, registration as a professional engineer in the area of facility operation or construction or design including three years of major supervision responsibility.
  3. Manager of Planning. Graduation from college with a degree in architecture; and four years of experience as a designer; must be registered as a professional architect in the State of Minnesota.

34.Q

The following position is hereby placed in the Unclassified Service of the City of Saint Paul:

Council Investigation and Research Center Director

34.R

Minimum qualifications for such unclassified position shall be:

A Bachelor's Degree in Public Administration, Business Administration or Accounting and five years of professional experience in public administration or research, at least three years of which were in a supervisory capacity; or a Master's Degree in the above cited areas and three years of supervisory experience in public administration or research.

The Council Investigation and Research Center Director shall be appointed by the City Council to serve a term of five years and until a successor is appointed and qualified. During the first six months of a term, the director may be removed by the Council upon written notice but shall not thereafter be discharged except in the manner and for the grounds provided by the Civil Service Rules for employees in the Classified Service.

34.S

The position of Financial Analyst is placed in the Unclassified Service of the City of Saint Paul.

34.T

The position of Policy Analyst is placed in the Unclassified Service of the City of Saint Paul.

34.U

The following position is hereby placed in the Unclassified Service of the City of Saint Paul:

Public Health Director

34.V

Minimum qualifications for such unclassified position shall be:

Graduation from an accredited college or university with a Master's Degree in Public Health, Health Administration, Public Administration, Business Administration, or Hospital Administration and five years of experience in a public health focused environment that has included planning and assuring services for community-wide health needs based on an analysis of community assessments and indicators; and at least three years of experience in a high level administration or supervisory position in a health organization (public or private).
