Saint Paul's library services are part of an independent Library Agency. The Saint Paul City Council sits as the Board of Directors for the Library Agency. The Library Agency handles budgeting, levying for taxes, and borrowing for library services.

The specific duties and responsibilities of the Library Agency are set-out in the
Administrative Code. One of these duties include adoption of the annual budget for the Library. 
 

Meetings
The Library Board meets at 2:00 PM on the 3rd Wednesday of the month. All meetings
are held in the Council Chambers, 300 City Hall, 15 Kellogg Blvd., West. Meetings are
open to the public.

Access to meeting information is easy on the website. Offerings include meeting
videos, agendas, minutes, and documents. The meetings are broadcast life on
Channel 18.
